EIN MENSCHENRECHTLICHER SKANDAL: SITUATION DER ROMA IN EUROPA - IN BERLIN
Seit Jahrhunderten leben Roma als Staatsbürger in allen europäischen Staaten. Gleichzeitig ist ihre Geschichte wie keine andere durch Verfolgung, Vertreibung und Diskriminierung geprägt. In einigen Regionen wie Rumänien wurden sie sogar versklavt. In der deutschen Geschichte ist die Anerkennung der systematischen Verfolgung und Ermordung von Roma und Sinti unter den Nationalsozialisten erst Anfang der neunziger Jahre erfolgt. Sinti und Roma waren lange bei den Entschädigungszahlungen nicht berücksichtigt worden - auch weil deutsche Gerichte davon überzeugt waren, dass sie nicht aus rassischen Gründen in die Konzentrationslager gebracht worden waren. Selbst nach 1945 benutzten deutsche Behörden weiterhin nationalsozialistische „Rasseforschungs“-Akten, etwa für polizeiliche Zwecke.
Noch heute sind Roma als größte europäische Minderheit von Diskriminierung und Ausgrenzung betroffen. In dem gerade erschienen Amnesty International Bericht 2009 wird die Situation der Roma hinsichtlich des Zugangs für Roma zu Bildung, Wohnraum, Arbeit und Gesundheitswesen in Europa als dermaßen beschränkt beschrieben, dass sie zuweilen an Apartheid grenze. Gewalttätige Übergriffen auch von Seiten offizieller Behörden, eine systematische Beschulung in Sonderschulen und Wohnverhältnissen, die als „Ghetto“ bezeichnet werden können, kennzeichnen das Leben vieler Roma in Europa. In einigen Staaten wurden Romnia ohne ihr Wissen sterilisiert.
In einer Antwort der Bundesregierung auf eine große Anfrage der Grünen Bundestagsfraktion 2006, stellt auch diese fest: „Die Bundesregierung ( ) hat Kenntnis von zahlreichen Berichten über Diskriminierung und Vorurteile sowie über zum Teil eklatante Benachteiligungen im Bereich von Bildung und Gesundheit sowie auf dem Arbeits- und Wohnungsmarkt. Rassistische Vorurteile äußern sich nach Kenntnis der Bundesregierung nicht selten auch in Gewalt gegen Roma, mitunter selbst durch Angehörige der Polizeien europäischer Länder, und durch rechtliche Benachteiligungen.“
APARTHEID UND ANTIZIGANISMUS EUROPAWEIT - IN BERLIN - BEKÄMPFEN!
Was schon jetzt in vielen europäischen Staaten Realität ist, ist nun auch in Deutschland, mitten in Berlin, sichtbar: Slums und Obdachlosenansammlungen entstehen angesichts der systematischen Diskriminierung der Roma.
Wie offen die Diskriminierung der Roma praktiziert wird, zeigt sich auch gerade in Tschechien, wo zur Europawahl ein Spot die "Endlösung der Zigeuner" fordert. Diskriminierung und Gewalt darf in demokratischen Staaten keinen Platz haben. Wir fordern daher Deutschland und andere Staaten auf, endlich die vielfältigen Diskriminierungen der Roma aktiv zu bekämpfen, die Bevölkerung für die besondere Situation der Roma zu sensibilisieren und hier in Berlin für menschenwürdige Unterkunft und Umgang mit den Roma zu sorgen.

The policemen in the eastern city of Kosice forced six Roma boys aged 11 to 16, to undress and slap and kiss each other.
The officers also let loose unmuzzled dogs at the boys, and some of the children were bitten.
The policemen recorded humiliating scenes with their mobile phones and cameras, laughing and encouraging the children to punch each other.
Referring to the recording, the daily wrote that the police had shouted and called names at the boys and ordered them to undress. An unknown voice on the recording threatened to punish the last one to undress.
The worst case of Slovak police brutality against the Roma so far occurred in July 2001, when 50-year-old Karol Sendrei was taken to a police station, handcuffed to a radiator and beaten throughout the night.He was discovered dead in the morning with the post-mortem detailing damage to his vital organs from kicks and punches.
"Its sad that on International Roma Day(April 8), we find out that Slovak authorities show serious shortcomings when dealing with racially-motivated discrimination", Amnesty International Slovakia head Branislav Tichy said.
"Such acts spark the atmosphere of fear among the Roma. As they have lived in poverty for decades, cases like this might turn their helplessness into active protests", Roma Initiative of Slovakia (RIS) chairman Alexander Patkolo said.
Slovak ombudsman Pavol Kandrac called for strict prosecution of the offenders. He said the brutality against children violates the UN Convention on the Rights of the Child as well as national law.
The Roma, who make up approximately 6 percent of Slovakias population, are targets for abuse in many Eastern and Central European countries where they are a substantial minority.
Police had detained six boys suspected of robbing an elderly woman in the Roma-inhabited Lunik district in Kosice on March 21.
Amnesty International has criticised the ex-communist country, which joined the European Union in 2004, for discriminating against Roma people and for racist attacks on minorities and foreigners.The Roma minority faced discrimination in access to education, housing, health care and other services, as well as persistent prejudice and hostility, Amnesty International said in its 2008 report.
In November 2008, the European Commission called on Slovakia to take specific measures on the ground to bridge segregation and to end discrimination against Roma children in education.
Several Slovak members of the European Parliament also urged their government to deal with the segregation of Roma in housing and schooling, which they referred to as a time bomb.

On 5 January officers of Partyzanski district police department of Minsk detained more than 80 representatives of Gypsy minority in the Suburb of Stsiapianka and took fingerprints from them.
All of the detainees were videoed for the police archive. The detainees accuse the police of self-will and lawlessness. One of them said that at 8.30 a.m. the police burst at the house where his family lived. They did not knock on the door. They ran, knocked everybody down and shouted: "Lie down, bitches!" We had to lie on the floor for almost 40 minutes almost nude, as most of us were sleeping when it all started.
Then they started a search without showing any warrant. They did not even tell they were from the police. They asked an elderly woman where she kept her gold. Then they lined us up and led to their busses told one of the victims.
All our neighbors watched it. They took us to the police where there were about 70-80 Gypsies already. They told they would take our fingerprints and then would let us go. We returned home only at 4 p.m. They told us: "Have you heard about the terroristic action?" Now they are making terrorists out of us, he added.
Some other people were detained outdoors. "While I was driving my car out of the yard, three people in masks overlapped the way. They pulled me out, threw me into the snow and started beating. I have a black eye, and they fractured my leg", said another detainee.
"We told the police we would complain against them. They answered that then they would find some drugs at our place next time and would hold such raids every month", he said

European Roma and Travellers Forum Press Release Violence against Roma in Hungary – ERTF President to visit Hungary to asses situation
Strasbourg, 06.03.2009 – Racist violence, particularly the recent attacks against members of the Roma community in Hungary, and measures that need to be taken against discrimination will be some of the main topics that the European Roma and Travellers Forum, will assess during the four day high-level visit to Hungary starting on 09 March 2009.
Mr. Kawczynski, the President of the Forum and his team will visit villages in which Roma were the target of attacks from paramilitary groups, and will meet with Roma NGOs and Roma leaders. The President will also hold meetings with government representatives, the Parliamentary Commissioner for National and Ethnic Minority Rights, and leaders of political parties .
The European Roma and Travellers Forum is deeply concerned at the anti-Roma feelings spreading through the EU countries and fears that the Roma are being forced out of their homelands and to look for security elsewhere.
At the end of his visit, Mr Kawczynski will present the Forum’s preliminary observations at a press conference on Thursday 12, March 09.
The time and venue of the press conference will be announced later
The European Roma and Travellers Forum (ERTF), which has a partnership agreement with the Council of Europe and a special status with this institution, is Europe’s largest and most inclusive Roma organisation. It brings together Europe’s main international Roma-NGOs and more than 1,500 national Roma organisations from most of the Council of Europe’s member states.

Open letter from European Roma and Travellers Forum to all Heads of Governments
Regarding Italian action on fingerprinting Roma living in camps
Your Excellencies
The European Roma and Travellers Forum is seriously concerned about the action of the Italian authorities on fingerprinting Roma living in the camps across he country – adults and children alike – brushing aside the concerns of the European nstitutions and International organisations. Having regard the Human Rights and Fundamental freedoms, the principles of equality and nondiscrimination, the right to privacy and data protection, as recognised by the International and European conventions protecting human rights and fundamental freedoms, and in particular the European Convention on Human Rights and the related jurisprudence and by the Charter of Fundamental Rights, as well as the International Convention on Children’s Rights today the European Roma and Travellers Forum call upon all Governments of European and non- European member states to:
- prevent the Italian authorities to refrain from conducting a census that includes the possibility of fingerprinting Roma and Roma minors, as this is in contradiction with the prohibition of direct and indirect discrimination foreseen in the EU directive on race and ethnicity, while a further discrimination between Roma and other citizens is enacted as the latter do not have to undergo similar procedures;
- asks the European Commission and the Council to make sure that Member States apply EU law consistently and fully, and to take the necessary measures shall this not be the case.
We believe that now is a crucial moment to press the Italian authorities to stop its anti-Roma activities immediately and to undertake all necessary measures to stop the Anti-Roma pogroms and ensure safe and secure life of all Roma living in Italy as well as the full implementation of International Laws and standards.
Similar activities to this one are not only a threat to the Roma community. These activities remind us of the Nazi and Fascist periods in the early 1930s, when Roma/Sinti and Jews were singled out for discrimination and persecution leading finally to the genocide of millions of innocent people. Nowadays this is a serious threat to the future of European, to democracy and the rule of law.

LETTER OF PROTEST
Dear Mr Berlusconi,
Since months we are looking very closely at the incidents of violent attack on the settlements in Italy, police brutality and violations, hate speech in which hundreds of Roma have been forced to run for fear of their life. So far there hasn’t been any appropriate reactions or measures taken to stop the violence and pogroms of Roma by your government.
The European Roma and Travellers Forum is seriously concerned about the action of the Italian authorities on fingerprinting Roma living in the camps across the country – adults and children alike – brushing aside the concerns of the European Institutions and International organisations.
- Having regard to human rights and fundamental freedoms, the principles of equality and non-discrimination, the right to privacy and to data protection, as recognised by the international and European conventions protecting human rights and fundamental freedoms, and notably the European Convention on Human Rights and the related jurisprudence and by the Charter of Fundamental Rights, as well as the International Convention on Children’s Rights,
- Having regard to the EU Treaties, and notably to Article 6 and 7 TUE, Article 13 TEC (measures against discrimination based on, inter alia, race and ethnic origin), Article 12 TEC (prohibition of discriminations on the basis of nationality), Article 17 (European citizenship), Article 18 (freedom of movement), articles 39 and following (free movement of workers),
- Having regard to the European Council directive 2000/43/EC of 29 June 2000 implementing the principle of equal treatment between persons irrespective of racial or ethnic origin and to directive 2004/58/EC of the European Parliament and of the European Council of 29 April 2004 on the right of citizens of the European Union and their family members to move and reside freely within the territory of the Member States,
- Having regard to the Roma Staff Working Paper on Community Instruments and Policies for Roma Inclusion and to the 2008 Fundamental Rights Agency annual report,
- Having regard to the resolutions adopted by the European Parliament on Roma, on anti-discrimination, on freedom of movement,
we urge the Italian authorities to stop its anti-Roma activities immediately and to undertake all necessary measures to stop the Anti-Roma pogroms and ensure safe and secure life of all Roma living in Italy as well as the full implementation of International Laws and standards.
Similar activities to this one are not only a threat to the Roma community. These activities remind us of the Nazi and Fascist periods in the early 1930s, when Roma/Sinti and Jews were singled out for discrimination and persecution leading finally to the genocide of millions of innocent people. Today the European Roma and Travellers Forum sent an open letter to all Heads of Governments asking them to condemn the activities of the Italian authorities ensuring that EU is a community of values based on democracy and the rule of law, human rights and fundamental freedoms, equality and non-discrimination, and that the EU is committed to fight against racism and xenophobia, as well as against discriminations based on any of the reasons stated in articles 13 and 12 TEC.
We believe that the international bodies too, such as the European Commission, the European Parliament, the Council of Europe, OSCE and the United Nations should take a stand and condemn the behavior of the Italian government as inhumane and unacceptable.
On behalf of 15 million Roma living in Europe we are seriously condemning the anti-Roma activities and call on the Italian authorities to reconsider their activities and decisions.

At the end of the year, the Alliance of Liberals and Democrats in Europe (ALDE) will launch a European campaign for civil rights. As MEP Alexander Alvaro (FDP) put it, in a discussion organized by the Young Liberals on data retention that took place yesterday in Munich, the goal is to make it clear to people that the internet is not only a place for people to meet in friendly chat rooms, but also where the government and industry collect a growing amount of data about users in order to generate profiles. The Liberals plan to raise awareness with a simple message towards this end: "You have rights – use them!"
