Answering quite some requests from refugees, who escaped from Kosovo and Serbia to Hungary we are very unhappy to inform you:
Refugees from Kosovo (only!) can get the permission to stay in Austria until December 99' only if they have close relatives in Austria (parents, children, brothers and sisters, grandparents or grandchildren) who are legally in the country. They have to furnish the refugees with a "Verpflichtungserklärung" (financial commitment signed in front of a notary) and the refugees will get no financial support and are not accepted at all if they already stayed in Hungary (safe third country) for more than very few days.
The only other possibility for refugees from Kosovo and Serbia to cross the border from Hungary into a Schengen Austria are tourist visa. For this one needs: An invitation of someone who stays legally in Austria, again a "Verpflichtungerklärung" (financial commitment signed in front of a notary), a proof that the appartment of the inviting person is big enough and his salary permits an invitation, and a health insurance for the invited person.
In a word: Besides the ones Austria selects in Macedonia, refugees are not welcome. The embassies are not obliged to issue tourist visa, at the moment they accept only invitations from relatives, practically the Schengen borders are closed.
