Skinhead Attack in Bulgaria

Representative of the Human Rights Project visited the city of Pleven on the occasion of the skinheads attack on two Roma men which took place on Nov. 30, 1995, and interviewed victims and witnesses of the incident. At about 7:30 p.m., near the railway station of Pleven, a group of 20 skinheads, armed with bats, chains and metal bars, raided two Roma, Rusan Mutev, 37, and Blazho Panov 30, who were going back home from work. The two Roma men were heavily injured as a result of the beating: the skull of Blazho Panov was fractured and Rusan Mutev had one of his fingers cut. Several other Roma, who happened to be close to the spot of the incident, tried to help Blazho and Rusan to escape, and were involved in the fight with the skinheads.Two of the Roma were seriously injured: Sasho Dimitrov Berkov, 30, was injured in the head and in the back with a bat; Sasho Rumenov Nishev, 27, had fractured skull and broken left hand. After the incident, at about 8:30 p.m., the two Roma, who were injured, were driven by other two Roma to the hospital in Pleven. According to the allegations of the injured Roma, in the hospital hey were left unattended by he medical personnel for almost an hour. The two Roma, Simeon Zankov Berkov, 20, and another one, whose name is not known to the HRP, who were accompanying the injured, protested against the inaction of the medical personnel, and the latter called the police.Three police cars with 10 policemen arrived in the hospital, handcuffed Simeon Zankov Berkov and the other Roma, and started beating them with clubs. Later the two Roma were locked in the carrier of one of the police cars and taken to the Regional Police Department of Pleven.They were interrogated and released. During 1995 there were a series of skinheads attacks in the city of Pleven. Most of the victims were Roma and students of Africanorigin from the local Medical Academy. On Dec. 16, 1995 representative of the HRP visited the village of Vetren, district Pazardjik, to interview Vladimir Vassilichki witness to the skinheads attack on Emil Trifonov,20, and his following death. On Dec. 9, 1995 Emil Trifonov and Vladimir Vassilichki, both of them 20-year old soldiers from military unit 36 630 in Sofia, were going home on a leave by the train from Sofia to the town of Belovo. At 8:50 p.m. the two Roma arrived in Belovo and made their way to the bus station to the village of Vetren. A group of skinheads raided them, started hitting them with fistsand kicked them. The two Roma tried to escape but Emil Trifonov was stumbled by one of the skinheads and fell down. Vladimir Vasilichki managed to run away. Later he returned at the spot of the incident and saw Emil Trifonov lying in blood, his skull smashed. Vladimir Vasilichki told the representative of the HRP that the only reason for the attack was the ethnic origin of the two men, who were recognised by the skinheads while they were speaking in Roma language to eachother.
