In 1990, often the fall of SFr Yugoslavia begun implementation of way laws according to the international laws.

With the independence of Macedonia, all the citizens were allowed to organize themselves in various political parties or in non gouvernal organizations where they can gain their rights as every other citizen in the country.

Since 1990 Rooms are much more organized. They are involved in the structures of the authorities and they give their contribution in the development of the relationships among the nationalities. During the period 1991-1994, the Roma political party, The party for total emancipation of the Rooms paved the rood for prosperity of their Rooms. As proof of this is the commune Suto Orizari, many local communities and non gouvermentnal organizations.

In the last year, Roma non governmental organizations beginning with improving the Roma prosperity or so called Roma educational revolution. They are many registrated Roma organizations today in Republic of Macedonia with goal to uplift the level of education among the Roms, to preserve their culture, tradition and language, improving their social and sanitary conditions.

As a result of non respective of the Roma right as the citizens, large number of unemployed people, their problems in the field of education, social status as the Roma problems in European countries, in 1997 the young Roma intellectuals from Kumanovo decided to organize non governmental organization, Roma community Center ''DROM'' in Kumanovo .

This organizations is formed by the citizens aiming to get Roma interests, to improve Roma and non Roma human rights ,according the constitution of Republic of Macedonia and according the convention for the protection of the minorities of the European council and according the universal declarations for the human rights of the United nations.

CRZ ''DROM'' aims to real cultural, constitutional and educative emancipation as for the equality for the Rooms in Macedonia and in other countries. The Organization is financed by Roma Regional Program Budapest- Soros foundation.

Its members are young people with high school education and students. Apart the Roms, its members are also Macedonians and Albanians.

The Organization realized some projects in the field of laws as project for gaining the right for citizenship, project for infrastructure, plumbing and sewerage in the Roma settlements where more than 40 years these problems were unsolved, The project for education-the reasons for education, the project for development the relationships between the Rooms and the authorities. Also, CRZ ''DROM'' took Participation in many conferences in Macedonia and abroad (OSCE- WIEN Strasbourg, Brussels, Warsaw, Budapest)

By sending letters of protest in the Eastern block countries we tried to improve the Roma situation in those countries .

During the Kosovo crige, CRZ ''DROM'' took active Participation in towing the refugees and in fighting for their rights, inform the world about what is going on.

The organizations is still active toward the Roma refugees future in Macedonia. CRZ ''DROM'' is Member of the Roma international Organization-Roma national Congress in Hamburg, Germany and OSCE ODIHR -Warsaw. The Organization will also take Participation in the future on the same field, to fight for the Roma rights.

According the statistics, there are 47408 Rooms in R. Macedonia or 2,3% of the total population. But, according the Roma parties and their data, there are more than 100.000 Rooms in Republic of Macedonia.

The Rooms in Macedonia don’t live as nomads. There are no registrated actions against the State, they are local citizens who respect the laws and authorities. According the constitution of R. Macedonia from 1991 the Rooms are minority with all their rights and liberty. But, in reality their rights and liberty are not fully fullfilled.

At the moment, the Roms are the most unintegrated people in the society. There is opinion about the Roms, that they are economical and Social problems. Economical because the unemployment among them is very large, and social because they demand support from the State (The state give financial support all the social cases in the country).

If in the ex Yugoslavia the Rooms lave gobs, at best many of them, now they are the first fired from their jobs, they have no chances for new employment.

Many of them wait more than 14 years for their employment.

The state has excuses for such situation in the country ,but still remains the fact that The Rooms are excluded in the possible employment.

Without means for existence in their families can t be prosperity for the young's in the field of the education.

The discrimination of the Rooms by the leading men in the firms is obvious, because there is no increasing of the Roma in employment.

The Rooms are trying to find themselves out for their existence by selling the good in the local market place.

They are often expelled from the market places and sometimes they were arrested and bitten.

In the parliament of Republic of Macedonia, consisted of 120 deputies, there is one Rom deputy, Mr Amdi Bayram (Roma union).

In the commune Suto Orizari, where the population are 90 % Rooms, the mayor is Rom, Mr. Nezdet Mustafa.

In several towns in Macedonia there are some Roma communities and many Roma nongonvernmental organizations. Their aims are to ward increasing the public awareness of the Roma situation, their acceptance in the social, political and economical living 90 % of the Rooms are unemployed, social cases. From the many of the projects and programs planed by the state, the Rooms lad no benefits.

The biggest benefit was only for the Rooms in Skopje. Iu the other town were the Rom live, there are still problems which date even since 1950.

There are many Roma settlements with no infrastructure, with no plumbing, no sewage , place for living, unpaved streets. Comparing with the settlement were Macedonians live, the differences are enormous.

In Macedonians are present fem foreign foundations in which programs is Roma program.

It is very difficult for the Rooms to get realisation of some project and even they can get some it is some small project.

In these programs for the Rooms are not involved Roms and with this the real contact and demands are lost, something necessaries for realisation of some program which will be of real interest and benefit for the Rooms.

The Rooms have right of free education in elementary schools, where the lectures are in Macedonian the last two years the Roma children are much more present in the elementary schools.

In the high schools their number is much more lower, from 2000 Rooms children who finished elementary school, only 100 of them go to high schools .On the university, the number of Rooms students increases, from 3-5 students, now that number is 20 Rooms students. Some of them are students in Bulgaria and Ukraine.

The reasons for such small percentage in the education among the Rooms are!

-difficult social conditions in the families

-unemployment

There are examples of discrimination in the education as the attitude of school s principals, teachers and professors.

The government of Macedonian gives free boons to the children in elementary schools so they must return these boons at the end of the school year. The Rooms children get the most teamed boons and more there are cases when they don t the boons for general months. In the classrooms the Roma children sit in the last rows of the banshees, because of their old or throw cloths. All these reject the Roma children from the school. Because of their poor knowledge of Macedonian, Roma children ace considered as children of poor intelligence and send to special schools.

As for the high schools, those children who are lucky that their parents con finance their schooling go to the school, but the rest must quit the school.

The same situation is on the university. But , thanks to the Soros foundation and support the number of the Roma students increases. There are more than 150 Roma with university diplomas (furriest, engineers, teachers, professors, doctors, governalists.) Unfortunately half of them are unemployed or work some different profession.

From 1994 in Republic of Macedonian there is a TV - programs of 26 hours in Roma language, on the radio and t lams daily program on TV. Two local TV - stations; Sutel and BTR from Skopje broadcast in Roma language. Iu several towns as!

Tetovo, Kumanovo, Stip, Prilep there are every days programs in Roma language. The National Macedonian TV broadcast one hour program in Roma language once in a week.

As for the printing issues we had few issues in Roma language ,were the Roma were informed for the problems, successes of Roma in Macedonian and abroad. Unfortunately, because if finances we can issue no more. Today the only issues for the children are in Macedonian.

The Roma culture decreases not in sense of its quality, but in continuity of its function and presentation and all this because of absence of financial support by the sponsors. The Roma way of living, their culture, history are well known. The proof for this are many writers, movie manners where all this is presented in their articles, boons , movies. Sometimes Roma living is presented well, but sometimes in very negative way , such are the films of Emir Kusturica and Stole Popov.

Iu these films the Roma are presented on the lowest level.

Officially the Roma in Macedonian are not discriminated, but the discrimination and the racism exist. when they address to public institution for solving their problems, the Roma are rejected or must wait for several months. Any further complaints only worse the situation. The rights of the Roma exist only on the Paper instead in reality. Their fear, their intellectual and educative abilities even worse the situation among the Roma.

In the Eastern Macedonian the Roma are maltreated by the police, they are arrested , sentenced. The majority of these sentences are because of violating the public order and peace, gualers , selling the goods in market places.

There are no any criminal actions by the Roma toward other citizens or toward the Country. Often they are sentenced without the presence of solicitor , they con not afford one because of their poor financial condition.

Iu ; Stip, Kocani, Berovo, the Roma are often provoked by the citizens with statistic words; All gypsies must be well battered.

Comparing with this, the situation in Western Macedonian is a bit different, but there the Roma are provoked by the Albanian who are there in majority (Tetovo, Gostivar) In the both cages there is nothing done to prevent such cages.

As for the Central Macedonian ,for Kumanovo and Skopje, we can say that the situation is a bit better.

But , also in these towns we have some cages when Roma were maltreated and battered by some policemen.

Apart all these negativists in Republic of Macedonia , there are also many positive results in policy toward the Roma by the state institutions. Our Organization had good cooperation with The ministry for interior affairs, with the minister assistant, Ms . Miryana Lazarevsna for getting the citizenship for what we had organized tribune after what we started with presenting the documents for getting the citizenship for the people, which resulted with getting citizenship in 10 cages.

For the conference, organized in Wine by OSCE, our representative was rejected for getting the visa by the Austrian embassy with explanation that he has no right for getting one , but thanks to the intervention by the foreign Roma Organization and The Ministry for foreign affairs this demand was positively solved. The question is , why?

Js it because the Roma is dark tended or because he is coming from Balkans country with the prejudges he is delinquent and it would be better if he doesn't get the visa?

If the European countries respect the human rights, then why they don t allow the Macedonian citizen to travel there? We are award of the procedure for getting the visa, but what in the cases when one has all the necessary documents and yet he is rejected?

Is it not the violation of the human rights?

If we book for violation of the ethical rights in Macedonian we also ask if the Roma in other countries have these rights, at last on the Paper if not in reality?

In Kumanovo live 6000 Roma. They live in several settlements where the living conditions are rough .95% are unemployed.

In the past period of time, CRZ " DROM " has good relations with city council of Kumanovo. Thanks to , this several project of infrastructure ,the plumbing , sewage , of ecology are organized as well as some Roma festivities .

In order to preserve the Roma history and tradition . Without any political pressure , the mayor helped in organizing of these project for improving the status of the Roma in Kumanovo . All this was possible after selling the real situation Roma are in Kumanovo by the Mayor and the council and by respecting the articles of the universal declaration for the human rights .

During 1999 the Roma rights were much wore violated . The Roma refugees from Kosovo - Serbia have the same treatment as the Albanian refugees . The Roma Organization got support for the Roma refugees only so it could be said as excuse so they were too on the list for help . We can recall the word s of Ms Paula Selimi , the camp Stenkovac where Roma refugees were battered almost to death without any real reason that . UNHCR always had problem with accommodation of the Roma with Albanians in the camps .

After seven weeks this was the first official information that the Roma are also refugees and victims of war in Yugoslavia .

There is no way to talk about legal articles or about the articles from the universal declaration, because they don’t have implication. It these articles say that every man has it rights to free expression and living , why then they are not , implicated? This is the most asked question by the Roma, by the Roma parties and Organization representatives. During the refugee cries and even nom we are witnesses of different attitude of the particular representatives of the authorities.

On October me have case on the frontier crossing Blace where Roma refugees waited to enter in Macedonia . We contacted some of the ministries and they were willing to help us ,as Mr. Zoran Todorov from the ministry for foreign affairs who gave us information's and direct us where to ask for the help. But, there are also some institutions not opened for cooperation as the ministry for social affairs and education. The refugees cries is real proof for discrimination and racism toward the Roma. While the Albanian refugees obtained all the help in juridical, social and health field , the Roma refugees were excluded of that.

Compiling all these Information's we came to the conclusion that such policy toward Roma refugees in fact is conducted by the European institutions further more, all kinds of discrimination and non tolerance are results of incorrect political games on the European level.

The Roma children don’t participate in the kindergarten programs, in the special summer camps .If they are accepted in these programs, their number is very small. If it is well known that one child can become emancipated and educated person if all these start from the first child s steps. Then how can Roma children be emancipated and educated if they haven t climb their first steppingstone of education?

The Roma women are still tighten by the traditional , but they are needed to be liberated from these chains of tradition. The Roma woman still doesn’t know her rights. The reasons for such conditions among the.

-Financial conditions

Unfortunately, according the tradition, the woman is one who take care about the family and she is non emancipated, while the wan is one who is taking care about the financial conditions in the family and he is in charge and make all the decisions. Very often the woman is witness of aggressive and stress situations , caused by his husband.

The reasons for such situations in past (2) months is the present situation on the Balkans where the wen drinking try to solve these problems , while the women take sedatives.

Many of the women don’t blame their husbands claiming that they are the victims of the state institutions and some persons who don’t respect the human rights.

The Roma are aware of the fact that only the Roma can not solve their problems. The problems are solving by the cooperation between the Roma and other people.

The Roma problems can not be eliminated without for reaching program including the states and worlds institutions . .
